Job Details:

The Electricity Regulatory Authority is a Statutory Body established in the year 2000, in accordance with the Electricity Act, 1999, (Chapter 145 of the Laws of Uganda) to regulate the Generation, Transmission, Distribution, Sale, Export and Import of Electrical Energy in Uganda.
ERA is mandated by the Electricity Act, 1999, to issue electricity Generation, Transmission, Distribution, Sale and Import Licenses, set License conditions and ensure compliance to License conditions by Licensees. ERA is also mandated to establish a tariff structure, approve rates of charges among other functions. ERA is committed to ensuring a sustainable Electricity Supply. To fulfil its mandate ERA seeks to engage the services of dedicated, competent, innovative and result‐oriented individuals for employment on contract basis for the posts below;

Job Title: Economist – Planning and Research
No of Vacancy: 01
Terms: Initial Five (5) Year Contract. Subject to renewal, upon satisfactory performance
Reports to: Manager Planning and Research
Job Purpose
To develop and update sector plans, monitor the compliance of licensees with regard to licensee conditions, formulate and conduct research of policy relevance.

Duties/Responsibilities, and Competences for the Job:
1. Carry out Energy Planning including Demand and Supply Forecasts and Participate in the Demand Growth Strategy Implementation activities of the Electricity Supply Industry (ESI) and recommend optimal projects for implementation in the Generation, Transmission and Distribution Segments of the ESI.
2. Develop appropriate Benchmarks for Economic Regulation of Licensees.
3. Carry out Regular Monitoring of the Electricity Supply Industry Stakeholders with respect to progress on Sector Plans.
4. Produce Monitoring and Evaluation Reports related to Commercial and Economic performance aspects of the Licensees and the overall sub‐Sector.
5. Provide support to the Pricing Unit during the Tariff Review Process in line with Demand Forecasts and Micro‐Economic Projections.
6. Prepare Sector Performance Reports.
7. Participate in Electricity Supply Industry Research and Innovation and make recommendations to Management.
8. Monitor the Micro‐Economic movements and propose measures to minimize their impact on the ESI.


Academic Qualifications and Working Experience:
• Bachelor’s Degree in Economics, Financial Economics, Econometrics or Quantitative Economics, or any related field
• Must have at least three (3) years of relevant working experience in a reputable organization.
• Should be proficient in Research Methodology.
• Should be proficient in Economic modelling of relevance to the Electricity Supply Industry.
• Should have knowledge of Computer Applications for Financial and Economic Analysis.
• Should be below 30 Years of age.
