Background
John Snow, Incorporated (JSI) is seeking a Digital Health Advisor for a five-year USAID-funded U.S. President's Malaria Initiative (PMI) Uganda Malaria Reduction Activity (PUMRA). PUMRA aims to improve the survival and well-being of Uganda's most vulnerable pregnant women and children in selected regions. The Activity will work with the Government of Uganda to improve technical, managerial, financial, and leadership capacity at all levels of the health system. PUMRA will strengthen community and household capacity to prevent malaria and to access high-quality malaria services, while maintaining gains made at the health facility level.

Job Summary
The Digital Health Advisor is a full-time position based in Kampala. They will be responsible for strengthening the overall national health information system, including collection, analysis, and use of routine health data. They will also be responsible for stakeholder engagement in order to clearly articulate the technical approaches of PUMRA and the MOH HIS approaches to them. They will report to the Senior Malaria Technical Advisor

Responsibilities

• Lead PUMRA digital health activities, ensuring they are coordinated according to approved scopes of work and work plans;
• Serve as the primary point of contact with the USAID Mission and the MoH for PUMRA digital health related activities;
• Support the development and validation of supportive supervision tools, support materials and standard operating procedures to improve the community-based surveillance system and HMIS functioning and use;
• Support the integration and interoperability of selected systems (e.g., specifically the DHIS2 based HMIS and logistic information system) as needed;
• Technically support the development of EDC tools and systems and train users on their use
• Support the design and implementation of national HIS architecture and strategic plans with all parties at a national level;
• Contribute to the development of standard operating procedures and provide mentoring to MoH staff to improve data collection, data quality and use at each level of the health system;
• Work with the PUMRA country team and HQ team in the preparation of PUMRA annual work plans, quarterly reports and annual progress reports to the Mission;
• Oversee monitoring of project activities and ensure incorporation of lessons learned into ongoing activities; and
• Carry out other tasks as assigned by the Senior Malaria Technical Advisor.


Qualifications
• Advanced degree (MPH, MS, MIS, MA, other) in public health or related fields such as health systems or health information is required;
• At least 8 years hands-on experience in HMIS, disease surveillance, M&E, data quality assessments, digital health and related areas, with a health or related international NGO or bilateral/multilateral organization;
• Experience strengthening health information systems and digital health approaches in other countries, preferably in Africa is preferred;
• Proven experience in the development and operations of robust digital health solutions in a public health environment;
• Experience with adult training approaches and excellent workshop facilitation skills to support local capacity development:
• Excellent interpersonal and people management skills and demonstrated ability to work effectively and harmoniously with host country counterparts, USAID, MOH personnel, consultants, other donors and international organizations, and program colleagues;
• A team player but also able to work independently and to manage tasks on a daily basis with minimal supervision; and
• Ability to travel within Uganda as required by the position
