Job Details:
The Electricity Regulatory Authority is a Statutory Body established in the year 2000, in accordance with the Electricity Act, 1999, (Chapter 145 of the Laws of Uganda) to regulate the Generation, Transmission, Distribution, Sale, Export and Import of Electrical Energy in Uganda.
ERA is mandated by the Electricity Act, 1999, to issue electricity Generation, Transmission, Distribution, Sale and Import Licenses, set License conditions and ensure compliance to License conditions by Licensees. ERA is also mandated to establish a tariff structure, approve rates of charges among other functions. ERA is committed to ensuring a sustainable Electricity Supply. To fulfil its mandate ERA seeks to engage the services of dedicated, competent, innovative and result‐oriented individuals for employment on contract basis for the posts below;
Job Title: Data Base Officer
No of Vacancy: 01
Terms: Initial Five (5) Year Contract. Subject to renewal, upon satisfactory performance Reports to Manager ICT
Job Purpose
To develop, maintain, implement and customize ERA Database systems so as to provide a platform to attain operational efficiency and service continuity in line with the Authority’s objectives and mandate
Duties/Responsibilities, and Competences for the Job:
1. Administering database management software.
2. Develop, implement and maintain databases, data collection systems in accordance to business needs and objectives of the Authority. 3. Monitor the availability and performance of database management systems and advice on database management systems performance improvement initiatives and Programs
4. Install and Patch database management Systems and monitoring tools to keep them up‐to‐date.
5. Maintain integrity and accountability of ERA data for reliability and consistency of data stored in the database management system
6. Implement data security processes/procedures/programs and advice on database security programs and initiatives
7. Implement and maintain database backup and recovery (DR) programs /initiatives to enhance business continuity.
8. Support adhoc data extraction requests and data analysis initiatives whenever called upon
9. Review data received from licensees for accuracy, consistency and completeness, identifying errors and follow‐up in case of missing, and erroneous data.
10. Maintain data standards, including adherence to the Data Protection laws
Academic Qualifications and Working Experience:
Essential Requirements
• An Honours Bachelor’s Degree in Information Technology or Information Science/System or Software Engineering from recognized University/Institution
• Three (3) years relevant working experience in a reputable organization.
• Should be below 33 Years of age.
Desirable Requirements
• A professional training in IT Specialized areas such as Oracle, SQL server, Unix/ Linux solaris, R, python, Toad
• Knowledge of MS Access/ Excel and any of the econometric software such as Eviews, STATA, RATS, PCGIVE.
• Certification in any of the following SQL server or Oracle.
