Minimum Qualification
Applicants should be Ugandans holding an Honours Bachelor’s Degree in Chemical Engineering; or Mechanical Engineering; or Chemistry plus a Masters Degree in any of the above fields from a recognized University/Institution.

Working Experience
Applicants should have a minimum of nine (9) years relevant working experience, three (3) of which should have been served at Principal Petroleum Officer level in Government or equivalent level of experience from a reputable Organization.

Duties
The incumbent will be responsible to the Commissioner Midstream for performing the following duties:-
• Coordinating the overall activities of the refining Division;
• Participating in preliminary activities leading to licensing process;
• Reviewing and advising on applications for licences for refineries and related infrastructure;
• Spearheading the review of proposed refinery technologies;
• Participating in the development and review of the policy, legal and regulatory framework for refining;
• Coordinating the promotion and implementation of development of refinery activities;
• Participating in the preparation of work plans, budgets and reports;
• Spearheading the process of harmonizing refinery products standards with relevant entities and development of midstream operations standards;
• Supervising and appraising staff;
• Any other duties as may be assigned from time to time.
