Job Details:

SOS Children’s Villages is an independent, locally registere, child-focused, social development non- governmental organization with a strong reputation for providing quality care and protection, education and health needs for vulnerable children. Since its inception in 1991, SOS CV Uganda has reached over 60,000 children, youths and adults directly and indirectly to become empowered and self-reliant to contribute significantly to the needs of their families and communities. Works in partnership with a number of donors, (institutional and corporate agencies) including; Norwegian Agency for Development Cooperation (NORAD), Austrian Development Agency (ADA), Grieg Foundation, ERIKS Development Partner, USAID/Bantwana World Education, AVIS Foundation, Brand Charity, USAID/Uganda Private Health Support Program (UPHSP), Terre des Hommes (TDH), Stanbic Bank Uganda, DHL – Go Teach, Madhvani Group of Companies.
SOS Children’s Villages Uganda is seeking qualified candidates to fill the following position;

PROGRAMME OFFICER – ALTERNATIVE CARE (2)
JOB SUMMARY
The Program Officer will possess high levels of ability to work in a multi professional teams, along with a combination of skills such as the ability to communicate and mobilize with a diverse range of colleagues and partners. S/he will be expected to guide and work as a member of teams of professionals; speak with expertise on the Alternative Care program at the location and be able to advocate for key issues with diverse constituency groups. S/he will have strong writing skills for documenting and disseminating vital information and resources; experience working with partners, and to handle all of the process management issues related to the Alternative Care program .
The Program Officer Position is based at the program location, reports directly to the Alternative Care Coordinator or his/her designate.

KEY TASKS & RESPONSIBILITIES:
Documentation
The Program Officer will be responsible for:
• Lead in developing and reviewing of profiles of targeted children and families / households,
• Participate in the family tracing and follow up visits
• Manage the development and monitoring of the individual child progress before, during and after the re-integration process,
• Provide ongoing guidance and support to SOS CV children, parents, communities and the seconded partner child care institutions (CCIs) during the implementation of the program
• Coordinate the program team location, which includes the child reintegration committee and staff from partner CCIs.
• Record minutes of discussions and / meetings on reintegration
• Maintain detailed up to date database of children proposed or actually benefitting from the Alternative Care program

Financial and program accountability
Prepare and tracking the location program budget and deliverables, ensuring that all requests and accountability requirements are strictly followed. This includes:
• Develop a location program annual program work plans and budgets
• Lead on the development of an Alternative Care location Management Information System,
• Develop and keep an updated budget monitoring tool to track location program financial performance,
• Review/recommend all program related finance requests generated at the location,
• Initiate regular location level program performance reviews with respective alternative care teams,

Communication and information dissemination
Dissemination of program lessons learned that promote reflective practice and organizational learning. Including:
• Develop a Communications Strategy and protocol for disseminating program related achievements and activities
• Provide the Alternative Care program reports to the Alternative Care Coordinator for distribution to wider audiences, including web content
• Coordinate the development of Alternative Care materials from activities implemented at location


REQUIRED QUALIFICATIONS, EXPERIENCE AND COMPETENCES:
• Bachelors’ Degree in any development related field (Social Work and Social Administration, Humanities) from a recognized institution
• Post Graduate training in program planning and management is an added advantage.
• At least three (3) years implementing donor-funded programs including work plan development, activity implementation tracking
• Experience working with district local government departments is desirable.
• Good Understanding of SOS CV Uganda strategic directions especially with regards to child rights and rights-based approaches • Experience with SOS CV management systems
• Good organizing and problem solving skills especially in the context of program implementation
• Ability to work effectively with others on a team and proven team skills
• Leadership and coaching abilities especially with regards to program strategies and partnerships
• Clear writing and communications skills and proven abilities in writing reports and program related documents (writing sample required).
• Proficiency with Microsoft WORD, EXCEL, and Power point
• Excellent skills in both written and spoken English
