Project Description:
The Maximizing Options to Advance Informed Choice for HIV Prevention (MOSAIC) project is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) through the U.S. Agency for International Development (USAID) to help women prevent HIV by accelerating introduction and scale-up of new and emerging biomedical prevention products. MOSAIC works globally and across multiple countries in sub-Saharan Africa to implement user-centered research and research translation efforts to identify, understand, and remove barriers to new product introduction, access, and use; coordinate and provide technical assistance to global, national, and subnational stakeholders to expedite product launch and scale-up; and strengthen the capacity of a wide range of local partners to perform essential functions that support the introduction of HIV prevention products.

Job Summary:
The MOSAIC Uganda Project Director will have overall responsibility for the implementation and oversight of all aspects of the MOSAIC project in Uganda, including managing the planning, execution, monitoring and reporting of project activities, providing leadership to the project team, overseeing research activities, and establishing and maintaining partnerships with stakeholders. S/he will serve as the primary point of contact for the project liaising closely with donor representatives, Ministry of Health, local partners, and other stakeholders. S/he will report to the MOSAIC Deputy Director, Operations.
The position will be based in Kampala and work out of the FHI 360 office or remotely as determined by office policy. Preference is for Ugandan nationals.

Accountabilities:
• Directs and leads the implementation of the MOSAIC project, ensuring that activities are effectively implemented, meet high quality standards, and fulfill the requirements of the donor and FHI 360
• Provides research, technical and management leadership, direction, and oversight of project activities
• Manages the country-level workplan and budget development process
• Mentors and trains staff on research and evaluation design, methodology, implementation, analysis, and reporting
• Establishes and maintains partners with internal and external stakeholders on project matters
• Oversees production of timely and accurate reports to FHI 360 and donor as required, including responding promptly to requests from donor
• Oversees the financial management and operations of the project, including coordinating the country-level budgeting, expenditure monitoring, pipeline projections and subaward management
• Ensures internal controls and adherence with organizational policies and procedures as well as donor/award rules and regulations
• Supervises and provides overall research, program, financial and technical guidance to the team
• Performs other duties as assigned


Education/Experience:
• Master’s degree in public health or a relevant field; Medical or Doctorate degree preferred
• 10 years of experience in research and evaluation implementation, analysis, and project management, including 3 years of experience in a senior leadership role
• Experience providing leadership to major donor funded research and/or public health projects, preferably HIV and/or sexual and reproductive health research in resource-constrained settings
• Proven experience working with the Uganda Ministry of Health
• Demonstrated experience in leading and managing complex projects that are strategic in nature and national in scope
• Prior work experience in a non-governmental organization (NGO), government agency, or private organization
• Demonstrated ability to work effectively with international donors, government counterparts, and project stakeholders
