Job Details:
The AIDS Support Organization (TASO Uganda), was founded to contribute to a process of preventing HIV infection, restoring hope and improving the quality of life of persons, families and communities affected by HIV infection and disease. TASO was given a 5-year Transition Award by USAID (Cooperative Agreement: #72061720CA00014) effective August 12, 2020 ending August 11, 2025, to implement the USAID Local Partner Health Services-Ankole Project (USAID LPS-Ankole) in the 12 districts of Ankole sub-region, South Western Uganda. USAID expanded the TASO-Ankole implementing mechanism to the 8 districts in Acholi sub-region effective October 1, 2021, starting with Pader district effective July 1, 2021. The Ankole and Acholi subregions of South Western and Northern Uganda, respectively consist of 20 USAID-supported districts including: - Buhweju, Bushenyi, Ibanda, Isingiro, Kazo, Kiruhura, Mbarara, Mitooma, Ntungamo, Rubirizi, Rwampara and Sheema in Ankole Sub-Region; Agago, Amuru, Gulu, Kitgum, Lamwo, Nwoya, Omoro and Pader in Acholi sub-region; as well as their Cities and Municipalities.
The project's overarching goal is to support the achievement of the Government of Uganda and PEPFAR goals of reaching and maintaining HIV epidemic control by 2020 and ending AIDS by 2030. The project is expected to support continued implementation of a district-based integrated package of quality HIV/AIDS and TB services in the public health sector to contribute towards attainment and sustenance of epidemic control; provide comprehensive technical support through training, coaching and mentorship to targeted public health facilities to enhance the delivery of quality HIV and TB services at facility and community level and position them to sustain epidemic control. In pursuit of such intentions, TASO requires the services of dedicated, competent, innovative and result-oriented individuals for employment on a contract basis for the posts below;

Classification: Project Contracted HRH Staff
Reports to: Facility in-charge with support of the Cluster Team Lead
Salary: Commensurate with training and experience

Main Purpose of the Job:
The overall objective of the Counsellor is to work with TASO supported sites in the implementation and coordination of HTS, community services and care of HIV positive clients.
Key Outputs
• Support the implementation and Coordination of HIV testing services.
• Support in coordinating the linkage process for the newly identified HIV positive clients.
• Offer intensive adherence counselling to non-suppressing clients
• Provide support to the community linkages fabricators and VHTS
Key Duties and Responsibilities
1. Provide quality and comprehensive counselling services to clients, family members communities and partners, with focus on HIV and TB services.
2. Empower clients in chronic care to disclose their HIV status to significant others.
3. Use index client testing to access HIV testing services among children, sexual partners/networks and family members.
4. Participate in the process of empowering clients with skills for self-reliance and making appropriate succession plans.
5. Participate in the mobilization and support of communities to offer HIV education and care.
6. Provide home-based HIV counselling and testing, and TB screening to household members.
7. Conduct home visits to clients on ART and TB for adherence support.
8. Establish and support peer support groups for clients.
9. Participate in the drawing and implementation of the clinic work plans.
10. Perform counselling and other support techniques and procedures as requested and prescribed by the clinicians.
11. Provide information to clients, aimed at reducing their vulnerability to diseases and infections through health education.
12. Participate in HIV/AIDS awareness at the clinic and sensitizations in the communities.
13. Any other duty assigned by the Immediate supervisor.
PERSON SPECIFICATIONS: Counsellors (20)
Minimum Academic Qualifications:
Diploma in Counselling, or a Diploma in Nursing but with a Certificate in HIV/AIDS Counselling, or a Diploma in any other Health-Related field but still with a Certificate in HIV/AIDS Counselling. A relevant bachelor's degree in Social Work, Counselling Psychology, Guidance will be an added advantage.
Additional Training Necessary
• Training in Humanities with wide experience in the field
• Training in HIV/AIDS Counselling (Certificate) from a recognised institution.
Minimum Experience and Exposure
• Short term capacity development courses on HIV counselling is an added advantage
• The applicant should preferably have at least a year's experience in HIV Counselling.
• A clear and concise understanding of the psychosocial issues relating to health and illness
• Deep knowledge of care planning procedures
• Good communication, team building, innovative skills
• Ability and willingness to reside in and work within the district in which the assigned heal facility is located
Other Qualities/Attributes: Integrity, Emotional control, Confidentiality, Tact, Ability to work under mental and physical stress and Innovativeness.
