Job Details:
The Case Management Coordinator will support the technical implementation of the USAID ICYD Activity multisectoral case management approach with National Partners and local government across their zone of operation. This task is a pillar of ICYD’s broader capacity development strategy and roll out of Uganda’s National Child Policy, which includes institutionalization of Uganda’s national case management system. The multisectoral case management approach is anchored within a clinic community referral system that operates across clinics, schools and communities. The Zonal CM Coordinator will closely coordinate with national leadership and zonal operational, technical (Social Protection) and M&E teams to ensure planning and delivery of coordinated TA to national partners and local government teams on the multisectoral HIV and GBV sensitive case management approach across all districts and sub counties to adopt and utilize national case management SOPS, processes, and tools, and establish effective referral pathways across clinics, communities and schools. The Zonal CM will build on and strengthen existing structures and established best practices to strengthen multisectoral case management approaches.
Specific Responsibilities and Duties:
• Coordinate and support targeted TA, coaching and mentoring support for National Partner and local government staff to institutionalize multisectoral case management approach.
• Support National Partners and local government to establish strong clinic- community referral pathways
• Support ICYD National Partners to develop MOUs and establish strong clinic partnerships and case management processes for rapid identification, assessment and enrolment of CLHIV and other highly vulnerable OVC (sexual abuse survivors, adolescent teen mothers) onto the ICYD program and effective clinic community referral pathways
• Coordinate targeted TA, coaching and mentoring to National Partners and LGs to strengthen PSWs and community structure skills in addressing
• socio economic, child protection and other structural barriers to viral load suppression for C/ALHIV. Ensure case conferencing takes place between health facility and social welfare staff to support index testing, retention of care, ART adherence and viral load suppression for ICYD HEI and C/ALHIV
• Coordinate targeted TA to support institutionalization of multi sectoral case management with LGs, including regular case conferencing at S/C level
• Provide mentorship, supportive supervision and coaching to PLP staff and local government staff in case management principles with guidance from the national technical team.
• Work closely with Social Protection Coordinator to ensure delivery of coordinated TA to improve implementation and uptake of ICYD SRH/GBV and HIV prevention and comprehensive services
• Coordinate monthly and quarterly meetings with NPs, LGs and other key stakeholders using data to review progress, address bottlenecks and gaps across the case management cascade.
Job Specifications:
• Degree or Diploma in Social work, Development Studies, Education or Community Psychology.
• At least 2 years’ experience in working with multisectoral OVC programming on large, complex PEPFAR/USAID OVC programs
• Experience with Uganda’s national case management tools, SOPs and referral processes and pathways
• Experience with implementing OVC interventions, knowledge of
• HIV/AIDS service delivery among positive caregivers and children
• Self driven with the ability to work autonomously using problem solving approaches
• Demonstrated group facilitation skills
• Ability to work with multi sectoral external agencies, such as community social services, schools, health facilities, and OVC service providers.
• Possess a high standard of personal and professional integrity
• Willingness to work as a team member, taking on additional tasks as needed to ensure the overall success of the project
• High level of attention to detail, ability to multi-task and work well under pressure in a culturally sensitive environment.
• Strong analytical and interpersonal skills
• Computer skills in PowerPoint, Word, Excel.
