The Programme Officer will provide high quality and timely programme management advice and inputs to enable effective and efficient programme delivery. The successful candidate will be required to manage and/or engage with multiple projects/programmes simultaneously within the British High Commission (Human Development Team). To ensure that that the Human Development Team programmes are managed in accordance with the BHC's policy and procedures. The Programme Officer will be expected to work in partnership with technical advisers and other programme management staff. The successful candidate will also be expected to support other teams and staff across the mission, as and when this support is needed.
Contribute to the design and delivery of projects/programmes, including the development of Business Cases, logical frameworks, due diligence assessments and formalization of agreements.
Manage operational/implementation aspects of programme management - in accordance with BHC guidance.
Develop and maintain effective working relationships with implementing partners and/or suppliers.
Attend conferences, workshops and meetings on behalf of/in the absence of advisers, communicating BHC's policy objectives clearly and reporting back on the main issues.
Provide accurate forecasting for programmes on a monthly basis, and this information at the monthly programme forecasting meetings.
Actively assess/monitor and take action to prevent fraud and corruption, liaising with the Anti-Corruption and Counter Fraud (ACCF) team.
Work with the lead adviser to maintain a risk matrix for projects/programmes and ensure that they are discussed/updated on a monthly/quarterly basis.
Attending field visits with partners to effectively monitor programmes.
Ensure all documentation regarding key decisions made on projects/programmes is backed up on BHC's server.
Update programme Delivery Plans and decision logs on a regular basis to be used as a tool for programme delivery.
Ensure the timely completion of programme annual reviews.
Ensure all projects/programmes are in line with Programme Operating Framework Rules.
Policy input on programme areas:
• Network with counterparts in the Government of Uganda, development agencies and civil society organizations to explain and support delivery of BHC policies.
• Provide inputs to internal policy discussion and submissions.
Communications and Corporate compliance:
• Ensure all public facing documents for projects are in line with BHC's transparency initiative.
• Support the corporate communication agenda. This includes, but is not limited to branding, Parliamentary Question's, and Ministerial Correspondence related to projects lead areas.
• Support the Team Leader and Deputy Team Leader on corporate returns as required.
