Randstad, Palladium (an international advisory and management company), and VSO have become fund managers of the Challenge Fund for Youth Employment (CFYE), set up by the Dutch Ministry of Foreign Affairs. The purpose of the Fund is to create future prospects for 200,000 young people by investing in decent work and income, paying special attention to equal opportunities for young women in the labor market.
In 2020, the first call for proposals was launched in Uganda and seven projects were chosen. One of those projects is ‘Healthy Entrepreneurs’. We are now looking for a national Ugandan National Talent Acquisition Expert-Volunteer, who will work closely with an international recruitment and selection consultant from Randstad (remote), for a period of 12 months

Role overview
Working at project location – In this role, you will provide on-site support in the project location and/or VSO office, (full-time unless otherwise specified) for a set period of time.
Work with an international expert (remote) and the Healthy Entrepreneurs Uganda team to improve the selection and recruitment procedures that they will be using to recruit almost 10.000 youth for this project in Uganda


Responsibilities:
• Work together with Healthy Entrepreneurs Uganda team to develop fitting job profiles with the right skills and attitudes needed for the job.
• Identify, develop and adjust recruitment and selections tools for selecting the right people in the Ugandan context.
• Initiate a trial period to support and guide the Healthy Entrepreneurs team in the process of hiring the first new employees and review the recruitment process.
• Advice and adjust if necessary and train the staff members of Healthy Entrepreneurs on the recruitment policies.
• Ensure that all roles are advertised appropriately to attract talented volunteers and staff, including quality job descriptions, adverts and mix of channels, in direct collaboration with the Healthy Entrepreneurs team.
• Ensure that the selection exercises and interviews are fit for purpose in the Ugandan context and the recruitment team and hiring managers are fully skilled in their roles.
• Support the recruitment team members and hiring managers to make ‘good’ decisions with documented supporting evidence.
• Ensure effective communications with candidates throughout the recruitment process.

Skills, Knowledge and Experience
Essential criteria (must have to be able to carry out the role successfully)
Knowledge/qualifications:
• Relevant Formal HR Qualification or Equivalent Experience
• Relevant experience with recruitment and selection in Uganda
• High level of computer skills (Windows, Excel, Power Point, Word, Outlook, Internet HR Information system).

Experience:
• 3-4 years’ minimum HR experience in recruitment and selection and filling vacancies in a timely and appropriate manner.
• Experience with setting up recruitment process at scale
• Experience with a diversity of recruitment and assessment tools in Uganda
• Experience with collaborating with remote teams
• Experience with different cultural contexts
• Familiar with working with recruitment systems and ability to produce progress reports on a regular basis

Allowance
As a VSO volunteer, you will be sharing your skills with local communities on a full time basis. VSO will cover your travel, vaccinations, accommodation, and medical insurance costs, along with a local living allowance which will be paid in local currency. This allowance meets reasonable living expenses in country, but will not be enough to send money home. You will also receive some financial support to contribute to your on-going expenses at home.

Accommodation
VSO works with some of the poorest communities in the world which means accommodation varies and will be basic.
