ORGANIZATIONAL CONTEXT
Child Protection is central to the operation response in terms of protection of PoCs. Children make up 65% of the general population in both Adjumani and Lamwo. Refugee children are exposed to varous protection risks which include violence, exploitation, abuse and neglect. Addressing CP is therefore UNHCR Uganda’s priority. Establishing risk mitigation, prevention and response services for children in UNHCR’s programmes is paramount to safeguard this demographic.
UNHCR’s Sub Office Adjumani covers two refugee hosting districts in Northern Uganda; Adjumani with 19 Settlements and Lamwo with 1 settlement. Child Protection continues to be an integral part of our protection interventions in these settlements including youth centered programs. During the Covid-19 pandemic, children were separated from their legal guardiands and parents as the preventative measures put in place found most of the adult members of their families caught up across the border and other districts in Uganda during the lockdown. UNHCR and partners have continued to work to esnure refugee children in need of child protection services are supported in a timely manner through the implementation of Best Interest Procedures (BIPs). The incumbant will therefore continue to strenthen these programs and ensure timely resposne to CP related issues including conducting of BIPs for durable solutions.
The Child Protection Associate normally reports to the Protection Officer. He/she monitors protection standards, operational procedures and practices in protection delivery in line with international standards and provides functional protection support to information management and programme staff


FUNCTIONAL STATEMENT
• Coordinate quality, timely and effective protection responses to the needs of populations of concern (children, women, survivors of SGBV, including men and boys).
• Identify opportunities to mainstream CP protection methodologies and integrate protection safeguards in operational responses in all sectors.
• Contribute to designing a comprehensive protection strategy and liaises externally with authorities and partners on protection doctrine and policy as guided by the supervisor.
• Ensure that persons of concern under area of responsibility are involved with the Office in making decisions that affect them, whether in accessing their rights or in identifying appropriate solutions to their problems.
• Build and maintain effective interfaces with communities of concern, local authorities and protection and assistance partners.
• Perform any duties as may be required

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE
• High School Diploma; or Bachelor or equivalent or higher Certificates and/or Licenses in International Law, Political Science or related field is required.
• 6 years relevant experience is required.
• Working knowledge of English is required
DESIRABLE QUALIFICATIONS & COMPETENCIES
Basic knowledge of the principles of protection and assistance to asylum seekers, refugees and other persons of concern is desirable
